Position Summary

Working in partnership with Liberia’s Ministry of Health (MOH), alongside notable implementing partners, Last Mile Health is supporting the government in designing and rolling out a national community health workforce (CHW) program built on a network of trained community health workers providing essential health services to Liberia’s most remote populations. This national program aims to provide equitable access to health care services to the population of Liberia by strengthening community health interventions through a national standardized community health package of services to be provided by trained, deployed, and motivated community health workers.

LMH is seeking a Monitoring and Evaluation Specialist for an upcoming World Bank-funded community health project. The Monitoring and Evaluation Specialist will work with LMH’s M&E team and the Liberian government to design and implement program monitoring, evaluation, and supervision systems for community health interventions as part of the Community Health Workforce Program. The Specialist will also be responsible for integrating data collected on these community health indicators into the government Health Management Incident System (HMIS). Additionally, the M&E Specialist will design and conduct operational research related to the Community Health Workforce Program. This position is contingent upon award of funds.

Essential Job Functions

1) Work with LMH M&E team to develop monitoring and supervision tools for use by the overall health workforce program management

2) Work with LMH M&E team to provide support to the Ministry of Health for integration of community health indicators in the overall HMIS system

3) Work with LMH M&E team to assist the Ministry of Health in organizing CHW working group meetings with other partners, track progress of overall program (e.g., through indicator dashboard), coordinate approaches and address issues in the implementation of the overall program, while building the Ministry of Health’s capacity for program monitoring and support

4) Design operational research and implementation research related to CHW roll-out and facilitate evaluation of the CHW program

5) Compile results of evaluation studies in a timely manner and provide support for the documentation, publication and dissemination as appropriate

6) Provide quarterly report on performance of implementers in attainment of targets and planned activities among others

7) Provide support in training, coaching and mentoring of Central and county level managers and performance management framework and tools; among others

Qualifications and Experience

Essential:

· Minimum 5 years relevant work experience in M&E

· Bachelors degree in public administration, business management, science, social science, statistics, or related field; Masters degree or higher strongly preferred

· Experience in design and/or implementation of M&E system, preferable in public sector.

· Possess excellent technical skill in health research and program, and project performance assessment

· Excellent data analytical skills and interpretation, sound quantitative skills (managing, analysis and interpretation of data)

· High-level computers skills in statistical programs, experience in training and facilitation of M&E activities

Preferable:

· Strong communication and facilitation skills and ability to establish good working relationships

· Experience establishing new national-level programs, protocols, or procedures

· Experience working in resource-limited settings

· Strong stakeholder facilitation and coordination skills

· Experience working with national governments

· Experience conducting remote or field-based work

· Experience living and working in Africa

Commitment: 40 hours per week, minimum 12 month commitment
