GENERAL POSITION SUMMARY:
The Health Financing and Human Resource Coordinator will address health financing and human resources issues related to the planning, launch and sustainment of a National CHA Program in Liberia. The Coordinator will serve as a principal liaison to the Ministry of Health (MOH) in the areas of Health Financing and Human Resources and will work in direct partnership with the MOH to expand health sector financial resources (including domestic resources, innovative financing mechanisms and external aid) available to the Government of Liberia for the National CHA Program. The Coordinator will collaborate with the MOH to address significant bottlenecks to scale relating to human resources limitations, developing solutions to recruit, retain, remunerate and motivate a cadre of CHWs and their supervisors.
ESSENTIAL JOB FUNCTIONS:
Health Financing
- Work with the MOH Health Financing Unit, the Ministry of Finance and other key stakeholders to identify and address long-term financing gaps of the national CHA program.
- In close collaboration with NCHS, make financial projections of resources requirements for CHA program, conduct financial analyses, and develop solutions to expand the fiscal space for the national CHA program.
- Assess different financing approaches and mechanisms and provide recommendations on their suitability for adoption to the MOH and the Ministry of Finance.
- Support the NCHS Director in his/her efforts to identify new potential domestic and international funding sources for the national CHW program. In collaboration with the NCHS Director, assemble and coordinate necessary support across teams in order capitalize on funding opportunities, including leveraging high-level representation of senior LMH team members.
Human Resources
- Support the MOH and relevant stakeholders to address recruitment, remuneration, retention and career development strategies for the national CHW program
- Assist MOH to forecast CHW personnel requirements and recommend growth and sustainment strategies, including absorption onto government payroll.
- Formalize terms of reference and standard recruitment procedures for community health cadres
KNOWLEDGE AND EXPERIENCE:
- A Master’s degree in public health, social sciences, business administration or related subject
- Minimum of 5 years of work experience, including at least 2 years in health financing and human resources for health
- Previous experience in project management and quantitative analysis
- Demonstrated success in working with supporting high-level officials and stakeholders
- Experience working with national governments
- Experience working in a post-conflict or resource-poor setting
- Strong analytical skills
- Ability to produce solutions to complex problems in a user-friendly manner
- Ability to navigate complex government processes, and problem solve to negotiate and achieve consensus with multiple influencers
- Demonstrated ability to multi-task in time-sensitive manner
- Fluent in English and excellent verbal, and written communication skills
- Mission-driven with a commitment to health and social justice

Location: Monrovia, Liberia
Compensation: Salary commensurate with experience
